Svetlana Grinchuk announced that the Verkhovna Rada of Ukraine has reinstated mandatory reporting on greenhouse gas emissions.

Today, the bill aimed at restoring the MZO system was approved in its second reading. This crucial environmental legislation is essential for continuing the negotiation process and decarbonization in line with European standards.

298 votes from members of parliament were cast "In favor" of Bill No. 12131 "On Amendments to Certain Legislative Acts of Ukraine Regarding the Restoration of Monitoring, Reporting, and Verification of Greenhouse Gas Emissions."

From now on, reporting by facility operators within the MZP is no longer voluntary. However, the provisions of the Law take into account the realities of martial law. The reporting approach depends on the location of the facilities and the extent of their damage. The Law allows for the easing of requirements for operators by permitting the voluntary submission of reporting documents from previous years, as well as simplifying registration. All of this aims to reduce the organizational and financial burden on enterprises affected by the Law on MZR.

The restoration of this practice will lead to obtaining clear verified data, in accordance with global calculation practices, regarding greenhouse gas emissions. This is a prerequisite for establishing an emissions trading system (ETS) and represents one of the steps towards aligning the quality of our decarbonization tools with European standards. Furthermore, the adoption of this Law ensures Ukraine's compliance with an indicator under the Ukraine Facility Plan, which is a vital part of the post-conflict recovery.
