Experts suggest that ARMA should retain control of the wagons under the management of Ukrzaliznytsia.

The National Agency for Detection, Search, and Management of Assets Acquired through Corruption and Other Crimes (ARMA) should allow "Ukrzaliznytsia" to retain control over 18,000 freight cars that have been seized from Russia and Belarus. This decision is expected to enhance the operation of Ukraine's railway system and ensure the efficient performance of carriers. This viewpoint was expressed by Serhiy Vovk, the director of the Center for Transport Strategies, as reported by "RBK-Ukraine."

"In the current configuration, there are significant legal risks associated with using these wagons on the territory of Ukraine. Major publicly known companies will find it challenging to participate in this tender [for selecting a manager]. Therefore, the main question here is the actual interests of the carriers and ensuring the transportation process," stated the expert.

In his opinion, the key task is to create a mechanism that will allow the use of nationalized property without the risk of losing it.

"Until an adequate legal mechanism for utilizing nationalized property is developed, it is indeed best to leave these wagons under the management of 'Ukrzaliznytsia'. This will allow them to, firstly, carry out transportation with this fleet when necessary. The management of this property can only be addressed after the legal issues are resolved – likely after the state of martial law has ended," noted Sergey Vovk.
