According to him, an audit of enterprises and organizations designated as critical and authorized to reserve employees was conducted by November 15.
The results revealed "a number of problematic issues that need to be addressed," the Prime Minister added.
"First of all, the regional and sectoral criteria for the criticality of enterprises will now be coordinated with the Ministry of Defense and the Ministry of Economy," Shmyhal wrote. "Secondly, for the private sector, the salary criterion and the absence of tax debts are now mandatory conditions for reserving workers. In particular, the average salary accrued at the enterprise and for the reserved employee must be no less than 2.5 minimum wages."
In the Prime Minister's view, this will help reduce the risk of abuses, where companies employ someone for a "shadow" agreement on reservation.
"All reservations from December 1 will be carried out through 'Diia'. There will be a monthly monitoring of enterprises and organizations to ensure they meet all criteria," Shmyhal explained.
He added that the new procedure will come into effect on December 1.
"For all those who already have deferrals, there will be a transitional period to the new conditions until February 28. By this date, all enterprises must resume the reservation of their employees according to the new terms, regardless of how and when it was done," Shmyhal concluded.
