Let's clarify who will be allowed to cross the border in 2025 based on current legislation and mobilization conditions.

Individuals eligible to leave the country:
- Individuals with a deferment from mobilization – men who have the appropriate mark in their military documents.
- Reserved workers – those who are officially reserved during the mobilization period to perform important tasks in the economy, defense, or other key sectors.
- Unfit for service due to health reasons - according to the conclusion of the military medical commission (VLC).
- Parents of many children — men raising three or more minor children.
- Single parents and husbands whose wives are serving in the military — provided they have a child under the age of 18.
- Individuals with the right to care for persons with disabilities or those traveling for treatment — in accordance with the Law of Ukraine “On Mobilization Preparation and Mobilization.”
- Men aged 60 and over — they are not subject to mobilization and can freely leave the country.

Students and military personnel:
- Students aged 18–22 are allowed to travel abroad for studies if they have an official document confirming their enrollment in a foreign university.
- Military personnel aged 18–25 serving under contract can cross the border with the appropriate certificate from their military unit and military registration document.
Specifics for men living abroad:
According to new regulations, starting June 1, 2024, men permanently residing abroad are prohibited from leaving Ukraine during martial law if they have returned to the country.
