Lawyer Evgeny Korniychuk explained that individuals under 25 years old may be mobilized if they already possess a military ID and have been classified as partially fit during a state of martial law.
This typically applies to those who have served in the military or completed a military training program at a university, as well as those considered to be liable for military service.

Korniychuk emphasized that individuals with military liability status, meaning they have already undergone military training, can be called up for service even if they have not yet turned 25.
He also highlighted the legal obligation for anyone who receives a summons to report to the Territorial Center for Recruitment and Social Support (TCK and SP). Failure to comply with this requirement may result in an administrative fine of up to 17,000 hryvnias.
