As stated in the Cabinet of Ministers Resolution No. 1487, conscripted individuals are required to register for military service, respond to summonses, and undergo medical examinations as directed. Failure to comply with these requirements, such as ignoring a summons or damaging military registration documents, may result in administrative penalties.
A conscript who fails to register, does not update their information, or does not inform authorities of a change in residence may face fines ranging from 17,000 to 25,500 UAH. For legal entities, the fines are higher, ranging from 34,000 to 59,000 UAH. Tools such as “Dія” and “Opendatabot” can be used to check for outstanding fines.
Ignoring a "combat" summons after undergoing a medical commission may lead to criminal liability, including imprisonment for up to five years. In certain cases, mitigating circumstances may result in a conditional sentence with a probation period.
Lawyer Sergey Savinsky points out that failure to pay fines could result in the forced withdrawal of funds from bank accounts or even the sale of property to settle debts exceeding 160,000 UAH.
Additionally, summonses are now sent by registered mail. Lawyer Maria Mikhailenko emphasizes that failing to appear for such a summons after confirming receipt may incur a fine ranging from 17,000 to 25,000 UAH.
