According to the Law "On Mobilization Preparation and Mobilization," the following individuals are not subject to conscription:

Men under 25 years old who are registered as conscripts.

Individuals over 60 years old (beyond the maximum conscription age).

Individuals deemed unfit for military service due to health reasons (as determined by the military medical commission).

Individuals removed from military registration for reasons unrelated to health.

Individuals with disabilities (groups I, II, or III).

Former prisoners of war, unless they voluntarily enlist in military service.

Individuals with deferrals as specified in Article 23 of the Mobilization Law.

Employees in special conditions whose work is considered essential for the economy or defense sector.

Women in Ukraine are not subject to mandatory mobilization but may voluntarily enlist in military service.

Additionally, men aged 50 to 60 may only be called up under a special mobilization order.
