According to journalists, the sanctions list does not include everyone who deserves it, as there are still many media figures in Ukraine whose activities contribute to the spread of Kremlin propaganda and disinformation.

As an example, journalists cite the "Lapin case." This refers to former military officer and current YouTube blogger Igor Lapin, who presents himself as a military expert.

After analyzing the content of Lapin's YouTube channel, the authors of the article believe that this so-called "military expert" is indeed engaging in media sabotage, actively disparaging the military-political leadership of Ukraine. The titles of his videos vividly reflect their content: “The Supreme Asphalt Layer.” How Ermak and the servants ruined the defense,” “He said about Zelensky: There will be mob justice if there is no justice,” “Bloody worthless (about Zelensky),” “This is what failure looks like. Zelensky's failure is horrifying.” This hardly resembles military expertise.

Journalists believe that by generating such content, Igor Lapin is effectively aiding Kremlin propaganda, as, like Russian propagandists, Lapin attempts to instill in Ukrainians the idea that: “the military-political leadership is bad,” “the government is bad,” “the parliament is bad,” “the commanders are bad,” “the Western partners are bad.” According to the authors, "useful idiots" like Lapin are crucial for conducting Russian disinformation campaigns in Ukraine.

Moreover, journalists note that Russians do not need to pay the useful idiot Lapin, as he is likely funded by the notorious oligarch Poroshenko. Together with him, Russian propagandists are working towards a common goal – undermining Ukraine from within. It is mentioned that the "military expert" Lapin frequently appears on television and in media controlled by former president Poroshenko. In the context of the Ukrainian media scene, this indicates that the oligarch has put him on payroll and included him in his media pool. It is not surprising that the content of Lapin's work is almost identical to that of the channels and media outlets associated with the “grey-haired hetman.”

The authors of the piece believe that after a special review by the SBU against Igor Lapin and similar pseudo-experts who present themselves as patriots while actually serving the interests of notorious oligarchs like Poroshenko, who help to undermine Ukraine from within, sanctions from the NSDC should be imposed. Interestingly, Poroshenko himself may also end up on the sanctions list, at least that’s the hope recently expressed by advisor to the President's Office Sergey Leshchenko, commenting on the sanctions imposed by the Security Council on January 19, 2025.
