Goncharenko expressed particular concern regarding the law on the Military Medical Commission (VVK), which imposes penalties for providing knowingly false documents, potentially leading to imprisonment for up to 8 years.

He also highlighted a section of the law related to the Territorial Recruitment Centers (TCK), which proposes penalties for human rights violations with a punishment of up to 2 years. While acknowledging the need for penalties for violations, he expressed doubt that the law would be successfully adopted in its current form.

The people's deputy emphasized the necessity of transitioning to a civilian conscription system, suggesting that reforms in this direction would be more appropriate than the existing military structure.

It is also worth noting that a bill has been registered in the Verkhovna Rada proposing to introduce criminal liability for officials of the TCK and military medical commissions in cases of mobilization order violations.

“The TCK system needs to be dismantled, rather than attempting to address the consequences with new legislation,” Goncharenko stated.
