This decision was made by the Khmelnytsky District Court of Khmelnytskyi Region on December 19, 2024, as part of case No. 686/27185/24.

Judicial Precedent
In October 2024, a man filed a lawsuit seeking to overturn a fine of 17,000 UAH imposed on him under part 3 of Article 210-1 of the Code of Ukraine on Administrative Offenses (KUAO). The penalty was due to his lack of a paper military ticket during a check. At that time, the document was at the Territorial Recruitment Center (TRC) for an official stamp confirming his passage through the military medical commission (VLC).
When TRC officials stopped him, he presented an electronic version of his military ticket via the official mobile application of the Ministry of Defense of Ukraine, "Reserve+." However, despite having all the information in digital format and explaining the temporary absence of the paper version, he was forcibly taken to the TRC.

QR Code – A Mandatory Requirement
The court reviewed the circumstances of the case and concluded that, according to current legislation, electronic military registration documents are recognized as valid only when accompanied by a QR code. Without it, they cannot be used as official identification documents.
